Philip Owen, currently Vice President/Chief Security Officer (CSO) at TELUS Health, has extensive experience in diplomacy, intelligence, and security from his 28-year tenure as a cybersecurity expert for the British Government combined with his CSO, CISO, and board advisory positions. As CSO at TELUS Health , Philip is building an exceptional team dedicated to delivering world-class health and wellbeing services in Canada and beyond. His leadership in establishing a specialized cybersecurity function within the global company has been invaluable, covering crucial areas such as IT security operations, cyber assurance, threat intelligence, and information security. With a deep understanding of multiple regulatory environments, Philip ensures that the company remains at the forefront of security measures in the healthcare industry.
Philip is also a member of the CISO Advisory Council at Cyber London (CyLon), Europe’s leading specialist early-stage investors in security and resilience. As an advisor, he provides guidance to new and exciting cybersecurity ventures being supported by CyLon. Before joining TELUS in 2022, Philip was the first CISO at Tesco Bank, where he built a team of more than 70 professionals to deliver effective IT security, information security, physical security, threat intelligence, fraud, and investigations. His appointment was part of the bank’s ambitious technology transformation, aimed at establishing a cybersecurity culture that prioritized the current cyber threats in the heavily regulated industry. Philip was granted the Fellow of the Chartered Institute of Information Security (FCIIS) title in 2020.
Philip previously served as the Global CISO at IHS Markit, leading a team of over 60 CISOs across multiple countries. Together, they developed and executed a comprehensive global Information Security Management System (ISMS) to ensure the organization’s information assets were protected. From 1988 to 2015, Philip was First Secretary of Cybersecurity at the UK Foreign and Commonwealth Office. During his tenure, which spanned over 28 years, he gained extensive experience in diplomacy, intelligence, and security and was also appointed as a Member of the Order of the British Empire (MBE).
